This notice provides the public an opportunity to examine and comment on Amendment #6 to the 2020 Annual Action Plan for the City of Sioux Falls for a period of five (5) days. Low- and moderate-income persons, racial and ethnic minorities, non-English speaking persons, and persons with disabilities are specifically encouraged to review and comment on the proposed amendment. The Action Plan is part of the City’s Consolidated Plan. It identifies specific activities to be undertaken with the use of federal funding from both the Community Development Block Grant (CDBG) program and Home Investment Partnerships (HOME) program. Anyone wishing to comment on the proposed amendment should do so in writing and send the same to email@example.com or to the Housing Division, P.O Box 7402, Sioux Falls, SD 57117-7402. Written comments must include the name and address of the individual submitting the comment. The comment period ends at 5 p.m. on Wednesday, December 23, 2020. Canceling the second recovery shelter operations project that would have provided up to $175,000 of CDBG-CV funds for homeless people affected by COVID-19 that is now being funded with Emergency Solutions Grant (ESG) dollars.
Canceling a project that would have provided up to $96,000 of CDBG funds to a yet to be determined subrecipient to make rent or mortgage payments on behalf of low-income residents of Sioux Falls negatively affected by COVID-19.
Up to $144,000 of CDBG-CV funds will be provided to Southeastern Behavioral Health for operational costs of a transitional housing shelter to decompress the homeless shelter to reduce the spread of COVID-19.
Southeastern Behavioral Health will use funding from the canceled second recovery shelter project. The canceled funding from the rent or mortgage payment project will be offset by reducing the estimated 2020 CDBG program income.
