This notice provides the public an opportunity to examine and comment on amendment #1 to the 2019 Annual Action Plan for the City of Sioux Falls for a period of 30 days. Low- and moderate-income persons, racial and ethnic minorities, non-English speaking persons, and persons with disabilities are specifically encouraged to review and comment on the proposed amendment. The Action Plan is part of the City’s Consolidated Plan. It identifies specific activities to be undertaken with the use of federal funding from both the Community Development Block Grant (CDBG) program and Home Investment Partnerships (HOME) program. Anyone wishing to comment on the proposed amendment should do so in writing and send the same to Housing Division, PO Box 7402, Sioux Falls, SD, 57117-7402. Written comments must include the name and address of the individual submitting the comment. The comment period ends at 5 p.m. on November 25, 2019.
Habitat for Humanity has been allocated $100,000 of CDBG funds for a housing development that will include at least 20 homes. Funds will be used for acquisition of land. The total development cost is estimated at $3,057,850. Homes will be occupied by households with incomes at or below 80% AMI.
Single-Family Housing Rehabilitation. $327,865 of CDBG funds and $10,700 of general funds will be added to this activity. The revised 2019 budget is $981,776. Funds are provided to low-income owner-occupants to maintain their homes in a decent, safe, and sanitary condition. The maximum household income is 80% AMI. The maximum funding available per project is $24,999, but could be further limited based on rehabilitation needs, length of ownership, county assessed value, equity, and income.
Emergency Mobile Home Repair. $3,237 of CDBG funds and $3,000 of general funds will be added to this activity. The revised 2019 budget is $47,100. Funds are provided to low-income owner-occupants for emergency repairs to their homes. The maximum household income is 80% AMI. The maximum funding available per project is $3,000.
CDBG Administration. $5,000 of CDBG funds will be added to this activity. The revised 2019 budget is $393,744.
Funding for the new or increased allocations listed above is obtained from completed or canceled programs and activities that did not utilize their entire budgets, the discontinued Furnace Replacement and Homebuyers Assistance programs, and 2018 CDBG program income in excess of the budgeted amount anticipated.
