Rate: $37.00 - $52.00 per hour

The City of Sioux Falls Health Department is accepting applications for an interim Public Health Science and Data Officer. The qualified applicant would be a detail-oriented person with graduate-level training in public health and excellent analytical, research, and communication skills. The Public Health Science and Data Officer will be responsible for implementing an effective data governance, analytics, and health surveillance strategy to generate population health intelligence for City public health planning that spans the spectrum of communicable and non-communicable diseases, injuries, risk factors, hazards, and exposures. Duties include:

  • Performing complex analytical work requiring the application of advanced research, statistical, and analysis methods to yield data and information to guide the development of public health policies and programs.  Uses advanced software programs to format and analyze complex population health data to generate and communicate actionable intelligence.
  • Directing the design, development, coordination, implementation, and management of public health surveillance systems for communicable and non-communicable diseases, injuries, risk factors, hazards, and exposures, in coordination with state and federal health agencies.
  • Providing research consultation to staff of the Health Department and overseeing the design and administration of studies to collect and report data for public health programming. Provides expertise in the design, management and evaluation of study protocols and instruments, sample selection, and analysis. Supports the conduct of public health program monitoring, evaluation, and knowledge dissemination.
  • Ensuring accurate and accessible translation of complex scientific concepts and data for use by the Health Department’s staff, partners, private organizations, communities, the public and the media. Synthesizes literature to generate evidence base to guide public health program planning, implementation, and evaluation.

This is an interim positions, meaning a non-civil service 40 hours per week position with no benefits except access to the City of Sioux Falls’ health insurance program. 

Qualifications and Skills:

Graduation from an accredited college or university with a master’s degree or higher in a quantitative public health science (e.g. biostatistics, data science, epidemiology, etc) and three (3) years’ experience with progressive responsibility in public health or healthcare research,  analytics, informatics, or surveillance, or any such combination of education, experience, and training as may be acceptable to the hiring authority.
