All submission are to the Sioux Falls City Clerk unless otherwise stipulated. The City of Sioux Falls uses the paper campaign finance forms prepared by the South Dakota Secretary of State’s office. Use “Local Jurisdictions” form versions when available.  Please note the City does not use the online Campaign Finance Reporting System found on the Secretary of State’s website. 

**Every political committee must be registered not later than 15 days after the date upon which the committee made contributions, received contributions, or paid expenses in excess of $500. Any candidate for public office shall organize a candidate campaign committee not later than 15 days after becoming a candidate. The candidate or treasurer of a political committee shall file an updated Statement of Organization – Local Jurisdictions not later than 15 days after any change in the information contained on the most recently filed statement. Sioux Falls Municipal Political Committees use Statement of Organization-Local Jurisdictions.

July 6, 2021 – Local Jurisdictions Campaign Finance Disclosure Report due not later than 5 p.m. for all Candidates/ Candidate Campaign Committees and Municipal Political Action Committees. The reporting period is January 1, 2021 (or last report submitted) through June 30, 2021.

Not later than January 1, 2021 – Sioux Falls elected officials file an Elected Official Statement of Financial Interest.

January 5, 2022 – Local Jurisdictions Campaign Finance Disclosure Report due not later than 5 p.m. for all municipal candidates, municipal candidate campaign committees, and municipal political action committees. The reporting period is July 1, 2021 (or last report submitted) through December 31, 2021.

February 3, 2022 - Local Jurisdictions Campaign Finance Disclosure Report due not later than 5 p.m. for all Ballot Question Committees. The reporting period is the last report through January 31, 2022.

**Candidates must submit a Candidate Statement of Financial Interest within 15 days after filing a Nominating Petition.

March 3, 2022 - Local Jurisdictions Campaign Finance Disclosure Report due not later than 5 p.m. for all municipal candidates, municipal candidate campaign committees, municipal ballot question committees, and municipal political action committees. The reporting period is January 1, 2022 (or last submitted report) through February 28, 2022.

April 7, 2022 Local Jurisdictions Campaign Finance Disclosure Report due not later than 5 p.m. for all municipal candidates, municipal candidate campaign committees, municipal political action committees, municipal ballot question committees, and applicable nonmunicipal political action committees.* The reporting period is March 1, 2022 (or last submitted report) through April 4, 2022.

April 28, 2022 Local Jurisdictions Campaign Finance Disclosure Report due not later than 5 p.m. for all municipal runoff candidates, municipal runoff candidate campaign committees, municipal political action committees, and applicable nonmunicipal political action committees.* The reporting period is April 5, 2022 (or last submitted report) through April 25, 2022.

June 1, 2022  – Elected Official Statement of Financial Interest due not later than 5 p.m. for all newly-elected officials.

June 15, 2022 Local Jurisdictions Campaign Finance Disclosure Report due not later than 5 p.m. for all municipal ballot question committees. The reporting period is April 5, 2022 (or last submitted report) through June 11, 2022.

July 6, 2022 - Local Jurisdictions Campaign Finance Disclosure Report due not later than 5 p.m. for all municipal candidates, municipal candidate campaign committees, and municipal political action committees. The reporting period is April 5, 2022 (or last submitted report) OR April 25, 2022 (or last submitted report) through June 30, 2022. A termination report may be submitted at any time.

*Nonmunicipal Political Action Committees: the statement shall cover the contributions and expenditures of the political action committee from the last submission with the Secretary of State's office. A political action committee that regularly submits a campaign finance disclosure statement with the Federal Election Commission or a report of contributions and expenditures with the Internal Revenue Service is not required to submit a campaign disclosure statement. (Code of Ordinances Section 38.005) 

 

PENALTY: A candidate or political committee that fails to timely file any statement, amendment, or correction required by this chapter subjects the treasurer responsible for filing to a civil penalty of $50 per day for each day that the statement remains delinquent not to exceed $3,000. The civil penalty shall be in addition to any criminal sanctions and shall be paid to the city clerk and deposited in the city general fund (SFCO 38.999(b)).
