Stolen Vehicle, Accident with Building

On February 4, 2018, at approximately 2:15 a.m., officers for the Sioux Falls Police Department witnessed a stolen vehicle in the area of 12th Street and Williams Avenue. Officers attempted to stop the vehicle. The vehicle refused to stop, and after several turns, officers lost sight of the vehicle and heard a loud crash.

When officers arrived in the 500 block of South Kiwanis Avenue, they witnessed the vehicle had crashed into an apartment. The driver of the vehicle was seen running from the vehicle, and after a short foot pursuit, she was taken into custody. The driver was arrested and identified as Sissy Jo Felicia, a 20-year-old female. Sissy Felicia was arrested and charged with possession of a stolen vehicle, aggravated eluding, hit and run, reckless driving, fleeing police, ingesting a controlled substance, and first offense DWI.

The vehicle that was stolen hit an apartment building, and the front of the vehicle had gone partially inside. Four occupants were found inside the room where the vehicle had entered, three of which were sleeping directly under the window and side that the vehicle had entered. Occupants included an adult male who was the closest to the window and who sustained minor injuries to his leg. Also present inside the room were an adult female, a baby, and a toddler. Those three were uninjured, but had debris thrown on top of them during the accident. The vehicle had disabling damage and the building had substantial damage, with initial estimates of several thousands of dollars.
