Two SIOUXPERHEROES Recognized at the City Council Meeting
Mayor Mike Huether and Councilor Greg Neitzert presented two individuals with the SIOUXPERHERO Citizen Recognition Award at tonight’s City Council meeting. The presentation marked the second time the award had been presented since the City Council established the award program in January 2018.
The two award recipients were Joel Cook and Dave Lokke. These individuals were recognized for the following reasons:
- Joel Cook was a quiet man of great faith who was always working behind the scenes to help those with needs within Our Savior’s Lutheran Church, and the community at-large. Joel was very active in the church by serving on the church council, executive committee, as an usher, and working around the church on everyday projects … a quiet saint and faithful servant, always at his post. Outside of church, Joel touched many lives. His fellow colleagues at Jim Dunham & Associates shared that Joel was such a large part of their company that they named a plant after him! This was awarded to Joel posthumously, and his story is what inspired Councilor Selberg to create the SIOUXPERHERO award.
- Dave Lokke has volunteered more than 750 hours since he began with Big Brothers Big Sisters of the Sioux Empire (BBBS) in 2015. He volunteers his time on evenings and weekends to assist with all information technology needs of the agency and receives no compensation in return. Dave makes himself readily available for service and support. He is an expert in his field and BBBS benefits from his vast amount of knowledge and experience. The impact of Dave’s donated time to the BBBS saves the agency thousands of dollars per year. Dave Lokke is an outstanding volunteer and is a genuine SIOUXPERHERO.
The City Council established the SIOUXPERHERO Citizen Recognition Program to emphasize positive stories, people, and developments in Sioux Falls, and encourage others to become more active, positive forces in the community.

Nominations that meet the eligibility requirements will be reviewed by a panel consisting of four City Council members, two Sioux Falls residents, and one City staff member who will recommend nominees to the full City Council for recognition. Once approved by the City Council, the SIOUXPERHERO(ES) will be recognized on the first Tuesday of each month at 7 p.m. at the start of their regular meeting.
