Landscapes Unlimited Selected to Manage Sioux Falls’ Three Public Golf Courses

Today, the City of Sioux Falls announced its intent to award the proposal for public golf course management to Landscapes Unlimited. Landscapes Unlimited is a Lincoln, Nebraska-based company that manages 46 properties in 16 states, including 16 municipal or daily fee golf courses. It is also the golf course construction company that recently reconstructed Elmwood Golf Course.

“Landscapes Unlimited really offered us a complete package in their proposal. They have a track record of maintaining impeccable courses and focusing on top-notch customer service. We were impressed with their comprehensive approach to managing golf courses, their reputation of achieving great results with their current municipal clients, and their focus on engaging their customers,” says Don Kearney, Director of Parks and Recreation.

Sioux Falls’ nationally accredited park system includes three municipal golf courses: Elmwood, Kuehn Park, and Prairie Green. The City’s current golf course management contract expires on December 31, 2017, and the City Audit Committee recommended to solicit proposals for the contract. The City subsequently contracted with the National Golf Foundation to evaluate the municipal golf courses and to assist in drafting a competitive request for proposals, which was issued in July 2017.

The City received proposals from five companies, which were reviewed by an evaluation committee. Landscapes Unlimited was the unanimously highest scored proposal. The areas evaluated and possible scores were as follows:

Proposed Operations and Business Plan......................... 25

Operating Experience.......................................................... 20

Fee Offer/Management Fee............................................... 20

Financial Capability/Reporting and Accountability....... 15

Capital Improvement Plan.................................................... 10

References.............................................................................. 10

Total............................................................................. 100

Landscapes Unlimited intends to retain all existing personnel. They also are proposing using state-of-the-art technology, implementing an extensive sales and marketing plan, and improving areas such as food and beverage and pro shop offerings.

“Our first opportunity to work for the City of Sioux Falls came in 1991 when our construction team was commissioned to build Prairie Green Golf Course, and more recently Landscapes Unlimited was once again chosen to renovate each of the nine-hole courses at Elmwood. Today we are excited to have been selected by the search committee for our ability to offer management services to Prairie Green, Elmwood, and Kuehn Park,” says Tom Everett, president of Landscapes Management Company, a division of Landscapes Unlimited. “We value the relationships that Tom Jansa and his entire staff have built in the community, and we would like to come alongside them to bolster their efforts with our service training, technology, buying power, agronomic practices, and our supporting regional/national team members to create a remarkably enhanced experience for the golfers of Sioux Falls.”

The City will now begin contract negotiations, and the contract will be presented to both the Parks and Recreation Board and City Council for approval. The intent is to have a contract signed and approved by December 31.
