City to Issue Request for Qualifications for Redevelopment of the Downtown Railyard
Tomorrow, the City of Sioux Falls will take an exciting step toward redeveloping the former BNSF Railway property downtown by releasing a competitive request for qualifications (RFQ) process. The RFQ process will identify qualified private partners who will then participate in a competitive request for proposals (RFP) process.
“The railyard redevelopment is a bold and visionary effort our City embarked on more than a decade ago,” says Daren Ketcham, Director of Community Development. “This RFQ process will ensure the City selects a bold and visionary project to create yet another destination in our thriving downtown.”
In 2016, RDG Planning & Design provided consulting services for the railyard redevelopment project helping to maximize this unprecedented opportunity for our community. They engaged stakeholders and provided a development concept and implementation strategy. This report can be found at www.siouxfalls.org/railyard. Developers and other private partners can submit proposals with qualifications for the whole 10.25 acres, segmented into five parcels, or any smaller piece of the property as defined in the RFQ documents.

The City currently owns the railyard and leases it to BNSF Railway Company. The City’s goal is to announce selected developer(s) by summer 2017. The City will take full possession of the property in fall 2017, once BNSF completes construction of new siding tracks and vacates the railyard. A groundbreaking on the first phase of redevelopment is planned for spring 2018.
