The Phillips Avenue Reconstruction Project began on March 16, 2009. The project includes the reconstruction of the street from building to building, miscellaneous underground utility work, and upgrades to the streetscape elements. These streetscape improvements include permanent sculpture bases, decorative stone walls, landscape planters with ornamental railings, decorative monument piers, perennial landscape plantings, trees, bike loops, smokers posts, benches, trash and recycling receptacles, and historic street lights.
