Enterprise Budget 
The Enterprise Budget is funded mostly through Fees.
Lets take our water fund for example. We run the water fund by using water fees. If you're a city water customer, you receive a bill every month for the amount of water you use. If you use a lot, your bill will be higher than someone who only uses a little.
So, the water fund is like a stand-alone business all by itself. It has two parts just like our General Budget - An operating part and a capital part.
The Operating budget pays for the people who run the water plant and everything else that goes into their day-to-day operations. The capital part pays for upgrades to the equipment. We also pay for Sioux Falls' portion fo the Lewis and Clark Water Project through our water rates.
Our fees are set so that they cover the cost of running our water fund - we only charge our customers as much as it takes to run the water business.
It's the same with the other parts of the Enterprise Budget - they're funded with fees from the people who use them.
The total amount in our Enterprise Funds is estimated to be $82.6 million in 2010.
